More vCash?

How did I get more vCash? I spent all of my vCash on War Bonds a few weeks ago, and then today I noticed that I have 500 vCash? Is there an automatic system where you are awarded vCash? I never filled in a vCash request.

Every time a new vBookie is created, the system automatically distributes 500 vCash to those that don't have any (if I remember correctly).
