Where would this hypothetical person go about finding a bunch of hypothetical people to hypothetically system link all their hypothetical consoles... hypothetically.

Yup pretty much this. Unless you can find some LAN Cafe with 360s, but honestly you would have to probably organize an event like that. I really don't see random Halo 2 and 3 LANs at places.
