I have two xboxes and I want them both to have my downloaded games. Can I just get my GT onto my other one and re-download my games then switch my GT bacK?

There will be a copy of each game on each xbox, yes.

However whatever you buy and download after the license transfer will only be on the xbox downloaded until you then license transfer again, which you can only do every 3 months or so.
