New tabs open in your browser? What browser you using? Is it updated? Any plugin/addon for Skype you have installed? Try using Skype with a browser closed and see what happens. Try reinstalling Skype or your browser?

If all else fails, delete C:\\Windows\System32 folder. {insertEmoticonNickWanted MeToAdd}

While you are at it nick, go to your task manager and end the process called explorer.exe.
