ICC maintains a policy of hiring politically neutral workers for it's offices. This is most likely an outside source tampering with ICC data servers. I don't know who would want to target ICC, however.

No. Ba11z and I were scouring the Internet for cipher decryption programs and found one that fed us a legible translation.

Also, Augustus is working for ONI Section 3. For those who don't know, this is the branch of ONI responsible for "black ops" projects such as the SPARTAN Programs.

If you had been talking to him, you'd know that he indeed IS a smart AI. He's a flash clone of somebody and even retains that person's memories. He doesn't know who that individual is, however.
