Carter is a T-888 that was sent back in time to protect a shipment of Coltan, the alloy that the Terminator's endoskeletons are made out of. He was looked in a nuclear bunker by John and Sarah Conner along with Cameron. He is deemed to never be destroyed, however is still locked in the bunker. Terminators can lay dormant for long periods of time. Which is why he is said to be booting up. (Used the wiki for Carter :p)
