So me and my family(three people in total) are in a verizon Family plan. If I upgrade to a new phone and sign a 2 year contract, does that contract only apply to me?

I believe so, yes. My family is also in a plan like that.

My Mom and Sister got a new phone in July and I got a new phone in September. My dad has not yet gotten a new phone. Our contracts are all different lengths in time, I do believe.

Yes but if your contract isn't up you have to pay the full Retail price for the phone and pay an early termination fee

A contract is a personal deal between you and the service provider to stay with them for the defined length of time.
