For basic stuff, you can use Windows Movie Maker.

For any real editing, though: Sony Vegas, Adobe Premiere, etc.

I'm not an expert, and am a novice at actually using them, but I believe Sony Vegas is easier for beginners, but Adobe Premiere is more capable for the super-advanced editors.

Both are good enough to do pretty much anything, though.
