Spider-man. I know there's some bias but just look at the facts. Spider-man can lift 10 tons, run at speeds of 70 mph, swing at over 200 mph, has a genius level intellect, and he has a precognitive reaction to every attack. The arbiter isn't fast or strong enough to take him in hand to hand combat. Hell, he could take any spartan in hand to hand combat. And good luck hitting him with a projectile. He has dodged 10 sniper rounds at the same time.
