I'm placing my bet on ODSTs in the background. The way the helmet is generally designed is closer to the ODST then the SIII. Also, we know that high risk operations typically have ODSTs going in and Spartans have frequently done operations with ODSTs. I'm sure this is no different. As for the the marine, he just must be badass.
