In ODST we saw the horrors of the Human-Covenant war first hand as a front line soldier. It doesn't hold quite the same weight when playing as MC as a protagonist, but imagine him as the enemy. This Agent Locke could be very good if done correctly. If done well, we will see Chief in a new light and experience what it's like to try to hunt him down. If done wrong than 343i needs help.
The thing with ODST is that we were expecting from the get-go that we WEREN'T going to be playing as Chief.

This is a numbered Halo game - playing as MC all the time is basically a requirement at this point.

At least we'll meet Jameson Locke in Nightfall before Halo 5 so we can decide how much we want to bitch at that point.
