Its kinda both. Its action but has alot of wtf moments with the charries. The Big Daddys a badass who wont attack you unless provoked or controlled.

Bioshock is by far my favorite single player game. The gameplay is awesome and the story alone is phenomenal. If you haven't played it yet I highly suggest you get it. Especially because its pretty cheap now too.
