      Lol, wat? Halo 4 had a lot of problems but primary weapon balance wasn't one of them, IMO. The Carbine could easily compete (and could actually kill faster if you don't miss), as could the AR/Storm Rifle on most 4v4s. And on 6v6-8v8s the BR was usually outshined by DMRs and Lightrifles.
